Who we are

Sam Tober, Chairman

Sam Tober served with honor in the United States Navy, where he saw combat and played a critical role in preventing enemy attacks and intrusions. His dedication, discipline, and vigilance in service to his country continue to shape his work ethic and commitment today.

Debbie Reefer – Senior Security Analyst

Debbie Reefer brings a strong background in community activism and hate crimes research and prevention to the team. Her expertise in analyzing potential threats, fostering relationships to promote peace and harmony, and leveraging an extensive law enforcement network has been instrumental in building the group’s sterling reputation.

Jack Shmoe – Director of Community Safety

Jack Shmoe is a seasoned leader who has been actively involved in community safety since the First Intifada and the September 11th attacks, in which he lost family members. An active chaplain and a long-standing member of several state and national law enforcement commissions and nonprofit organizations, Jack brings over two decades of experience, extensive training, and hands-on leadership to his role.

Jay Boni – Assessor

Jay Boni served 10 years in the United States Armed Forces as a Military Police Officer. His subsequent work with a Sheriff’s unit and as a School Safety Officer underscores the experience and dedication he brings to his role.

Yaakov D’Esposito – Assessor

Yaakov D’Esposito served in the elite anti-terror Golani unit of the Israel Defense Forces, where he was trained in critical skills for deterring, preventing, and combating terrorism, as well as countering enemy surveillance, intrusions, attacks, and acts of hostility.
